Seriously Terry, another great interview. I have met and heard Dr. Davis speak. He is a gentleman of the first order. I do have to say, that as a new candidate for elected office in Minneapolis, without experience leading a significant workforce, there are a few things he doesn't have right.
For example, when discussing police reform he said we needed to find new and different ways to hire officesr, not just rely on laterals (from other departments) and the military.
MPD has long relied on alternative hiring strategies and a very small number come from the military. Having some officers with military experience is a good thing, but it is not the priority. I was with MPD for 28 years and Deputy Chief of Services for five years. That position included hiring during the Murderapolis years. One year we hired 110 officers in four classes. Very few were military. You can't just hire anyone, they need to complete POST board education requirements and examinations.
We used alternative hiring strategies since a least 1989. Since there is a college degree requirement, we hired folks with degrees in other disciplines then provided them the required police academics and skills requirements. Chief Arradondo was in that first 1989 program. It was known and still is, as the Cadet Program. It was the best source of diversity for the department. Since the inception of the POST Board in 1977, it has taken a lot more effort to attract candidates of color, who often have few police officers role models in the community.
Given the current crisis staffing levels for MPD (15 minute response time average to Priority 1 calls) Chief O'Hara has put more effort into lateral (officers from other departments in Minnesota) hires because they are already licensed and experienced. That really speeds up the hiring and training process under emergency circumstances. In a better situation, the Cadet program and a standard hire of newly licenseable applicants is preferred.

I still have to listen to Jazz Hampton's interview. It says a lot when candidates will not sit down for an interview with you, it tells me they're not interested in our vote!
